Educational Policy  Education in Ruritania is minimal.  Most excellent students eventually leave the country to go to universities in the rest of Scandinavia.  This has resulted in a "brain drain".  Currently educational providers are varied.  At elementary and secondary levels there are city and village public schools, RNC schools, and ethnic Swede schools.  There is only one public university (RNU) and one major private university (Valtalan U).

20,000	Free public funded education through the university level for all qualified students
15,000	Public/ private mix through university level with subsidies based upon student need.
10,000	Free public education through high school with subsidies to private educational providers on a per student basis.
7,000	Government-sponsored education in state schools through high school.
4,000	Government-sponsored education through elementary grades.
0	No public expenditure.  Education is a private responsibility
