Energy Policy
Ruritania currently is a net exporter of energy.   It is one of the country's major sources of revenue.  Unfortunately the two sources of energy--oil and coal--come at some environmental costs.  (Thus the numbers reflect an opportunity cost for your choice).  This choice involves identifying your party's stand on energy policy.  You can be very supportive of an aggressive energy production policy (revenues will increase but environmental problems will occur) or your party can be non-supportive (environmental problems decline but so will net export revenues).  If you don't choose 20,000 /  10,000 / or 0, then you must clarify your stand, including a statement of whether you support one and not the other (ie. coal over oil, etc.).
20,000 Aggressive development of coal and oil reserves to maximize export revenues.  
10,000 A mid-range approach where government balances production/ development concerns with environmental considerations.
0 Immediate cessation of all coal and oil production.
