Law and Order Policy
Law and Order policy refers to governmental expenditures for both external (armed forces) and internal (national and district police) forces.  Local jurisdictions are responsible for local police but given Ruritania's rural character, district and national police are important outside of the major cities.  Choice ranges from strong internal and external forces to minimal forces.  Costs are assigned to even the most minimal choice as all systems must devote at least some resources to security. If 40,000/  20,000/  or  6,000 are not chosen, party must indicate it distribution of support for each by choosing overal number (ie., 15,000) and then distributing to internal and external (ie. 9,000 to internal and  6,000 to external).
40,000 Strong, well-equipped armed forces and internal police forces.  Well-paid employees and excellent training.
20,000 Moderate expenditures for both.
6,000 Minimalist expenditures
