elite in America (the liberal establishment) shares a consensus that can
be described as liberal and public-regarding. Liberal to the extent
that it emphasizes the traditional liberal notions of individualism and
freedom and public-regarding in that there is a sense of national responsibility
for the less well-off via social welfare programs.
