Environmental Policy
Environmental policy is really a debate between environmentalists and those who favor private development.  Private developers argue that the benefits of economic development (increased tax revenues, jobs, etc.) outweigh "minimal" costs. Environmentalists argue that the developer claims of tax revenue and jobs are exaggerated and the "minimal" costs are actually very great.
20,000 Major state initiatives that protect the environment and/or preserve natural resources (land, fauna, flora, etc.).  A conscious effort to restrict development to areas already degraded environmentally.
11,000 Ruritanian Environmental Protection Agency with oversight of environmental concerns and with the power to fine and/or prohibit environmental degredation.
6,000 Ruritanian Environmental Protection Agency which oversees all environmental concerns but relies on "public pressure" to convince people to act environmentally responsible (ie, has no real enforcement powers)
0 No concern for the environment.  Free development of all land areas.


Parties are free to choose an intermediate stand and develop an explanation for that stand.
