Housing
 
The housing stock in Ruritania is relatively old.  While many people live in apartments in major cities, Ruritania is still a significantly rural country where many live in villages and small towns.  Supplying housing would involve developing large apartment blocks in urban areas and supplying small "cottage-type" single family dwellings in rural areas.
75,000 State supplied housing at no cost to person.  No indiviudal choice of housing style, etc.  Everyone to live in housing apartment blocks in urban areas, cottages in rural areas.
45,000 State subsidized cottages or apartments.  Owner contributes 10% of annual income to Housing Authority. 
25,000 State support for rural housing with no support for urban housing.
20,000 State direct subsidies to those who can't afford to buy a place and indirect subsidies for housing and the development of housing (ie. road and utility infrastructures, etc.)
17,000 State-supported urban housing development with no involvement in rural housing.
16,000 State guaranteed loans to all citizens of up to 40,000 RMUs. 
14,000 State supported low interest housing loans to the poor (available through private banks) for purchase of  basic abode
4,000 Creation of State Housing Authority to monitor and regulate the  quality of housing.
0 Housing is a private market commodity that the state does not regulate.  Thus the state does not supply any housing.
