Representation in Ruritania
The National Council on Reconciliation (NCR) has created a unicameral legislature known as The National Constituent Assembly. This august body meets in The Great Hall of the People (SJ231). The opening session of each new legislature shall be marked by the following:

1) ceremonial entrance of the symbolic monarch of Ruritania;
2) the playing of the national anthem; and
3) the handing of the ceremonial sword of power to the Prime Minister.


There are 99 seats in The National Constituent Assembly. The country is divided into 11 election districts (see Electoral Map). Each district has 9 representatives who are elected on the basis of proportional representation via a single transferrable vote (see Election page). Legislation is passed or a Prime Minister and her/his government formed only with a majority of votes (50).
